That's why he references the 3rd Term all the time.
In Military Law, Strategy, and Tactics via Irregular and Unconventional Warfare, there are cases where a 'legitimate government' cannot function or operate that the Military can Occupy and Govern the Land with a Military Government.
There is zero one set way that this can happen. There's variations.
These are strategies and tactics found in the Law of War Manual and Unconventional Warfare called a Government in Exile and Puppet Government.
My Grandfather served during the most popular Government in Exile and Puppet Government, to that date, in History... the Second Philippine Republic; Quezon and Laurel.
The ONLY way ANY of the Swamp Draining could have been made possible was a very genius Military Strategy not merely Policy Strategy through a regular 4 year Presidency.
Especially with ALL of the Election Fraud that's taken place over the years, but more specifically when technology became a key factor in Elections...
There would have been ZERO way to have a CONTINUOUS Strategy and Plan simply with taking a chance of winning an Election outright.
Military Strategies and Tactics are NOT 'lies.' So, if someone were to think or say, "why lie to us?"

It has everything to do with removing the enemies from top to bottom, based on their category, while also not alerting them as best as possible, but especially when they started finding out King Pins were disappearing and the chaos lack of communication would create.
It also has everything to do with laziness and complacency Americans state of mind currently reside in... as 68% of Americans cannot simply name the 3 Branches of Government, so, think how long it would take to educate Americans on the terms, definitions, verbiage, rhetoric before we ever got to comprehending strategy and tactics, and how we are going to utilize them...
By the time all that would take place... guess what the enemy would have done and been doing?
You better be glad the Military came first in this Nation and thankful for those of us with the IQ for strategy and tactics but also nimble in thinking and actions to pull this off.
As the Law of War Manual outlines:
"By the fact of occupation (i.e., the Occupying Power’s established power over occupied territory), the Occupying Power is conferred the authority to exercise some of the rights of sovereignty.The exercise of these sovereign rights also results from the necessity of maintaining law and order, indispensable both to the inhabitants and to the occupying force, and the failure or inability of the legitimate government to exercise its functions, or the undesirability of allowing it to do so."
The UNDESIRABILITY of ALLOWING it to do so.
THAT 'Undesirability' was the events of Nov. 3 2020, Jan. 6, 2021, and Jan. 20, 2021 to Jan. 20, 2025.
The Military did NOT have time to 'educate' people because the enemy was still lurking and present.
Educating you did NOT and would NOT rid the enemy.
Plus, the mass majority of Americans who do NOT think anymore...everything is surface-level drama and nonsense with zero solution base for the greater good of Humanity, needed a dose of 'I told you so's' and 'are you going to listen now's' and 'do we have your attention?'
THAT is the Undesirability factor.
E-V-E-R-Y aspect of E-V-E-R-Y action AFTER Jan. 20, 2017, was safeguarded with Military Government, Military Occupation, and the Strategies and Tactical components of those.
The Government in Exile, PDJT, 2021——2025, would be the Occupier who provides a "road map" for a return to sovereignty, acting as a continued representation of the people’s will and national identity.
Governments in exile often manage affairs for their displaced populace, maintain diplomatic relations with other nations, and sometimes control financial assets or armed forces on behalf of the home nation. Which is a Continuation of Essential Functions.
Puppet Government, "Joe Biden and company," would have control of Civil Affairs only, even though this time in History, they did not have control of any of those. Every bit of what was displayed on screen was theatre. Such as "Joe" never was at the actual White House, the James S. Brady Press Room, and displayed to be in a fake office.
All Uniformed Soldiers around "Joe" were non-regulation Uniforms and were mismatched Uniforms... which goes against the whole premise of a Uni-Form.
The ONE and ONLY consistency around "Joe" were the INSIGNIA on the Uniforms which are an Optic plus Proclamation of CONSISTENCY that 2021——2025 was NOT authentic or real, the UNDESIRABILITY, and that was the SAME Insignia displayed behind PDJT during the Oath of Jan. 20, 2017: Military Intelligence, Judge Advocate General, and Civil Affairs and Psychological Operations.
The UNDESIRABILITY of ALLOWING it to do so. We had to allow it for people to see it and determine who's going to get involved or continue gnawing on nonsense as many still are.
Nov. 3, 2020... Election Day. Prior to, in the debate of 2020, PDJT said, "We have it all. We've caught them all."
NONE of this Plan and Operation was about 2020 alone. That's where too many Republicans and Conservatives are failing. Failing at the topic and failing at the image PDJT has on his ball cap.
In the 2026 SOTU address PDJT said, "I don't have to go back to Congress. I have many approvals." That is consistent because there was ZERO breakage from Jan. 20, 2021, to Jan. 20, 2025, from Jan. 20, 2017, to Jan. 20, 2021... LAWFULLY.
The "breakage" was the imagery to the average American who cannot simply name the 3 Branches of Government much less tell what they do, or ANYTHING else, especially Military Strategies and Tactics.

The Congressional Approval is for the ONE President, CIC of the Military at the time. "Joe" does not have ONE SINGLE Title 10 or 32 INVOCATION on record from Jan. 20, 2021, to Jan. 20, 2025...
So, how were all the Military still deploying to the Border in Texas in 2024 when the Order was from 2019?
The Congressional Approval came with Section §1550 from the NDAA of 2020 that's TEMPORARILY recorded in the War Powers Act on Dec. 20, 2019. If it's for Temporary Usage, that means it's not for future Presidents, so, how come there's no resolution or termination of those in place, to date?
Now apply the deployments of the National Guard in 2024 when "Joe" does not have a single Title 10 or 32 invocation.
Now apply the National Guard deploying in 2018, 2020, 2022, and 2024, to Election Polls. Why would the NG Cybersecurity Teams be at the 2022 and 2024 Election Polls? They track the forensics of who is trying to hack, add, or delete votes.
On Nov. 3, 2020, 4-Star General Nakasone, tweeted that the National Guard were working with our Cyber Command, National Security Command, and Joint Partners all around the world, hoping to learn what we learned from 2018...
PDJT signed Executive Order 13848 and declared a National Emergency for Election Interference on Sept. 12, 2018, and the first deployment in Election History by the NG was 2018... So, tell me again, why were the NG at the 2022 and 2024 Elections when Military Orders are NOT continuous?
On Dec. 7, 2020, PDJT invoked a Continuity of Government plan called the Federal Mission Resilience Strategy... in EO 13961.
On Dec. 10, 2020, PDJT established an Order of Succession with then Department of Defense, now Dept. of WAR, in EO 13963...
Every President has had an Order of Succession except for "Joe." That Order of Succession with Dept. of War is the MOST RECENT Order of Succession with DoW to date.
On Dec. 14, 2020, PDJT filed this Lawsuit versus the 7 Swing States through the State of Texas via the United States Supreme Court.
Never before have the Swing States in one election were the SAME in the next.

This is a straight validation of 11.3.2 of the Law of War Manual, WINTHROP, MILITARY LAW & PRECEDENTS: “The status of military government continues from the inception of the actual occupation till the invader is expelled by force of arms, or himself ABANDONS the conquest, or till, under a treaty of peace, the country is restored to its original allegiance or becomes incorporated with the domain of the prevailing belligerent.”

Puppet Government
White Flag of Surrender (Truce)
Capitulation
Restoration
Those are Law of War Manual and Law of Land Warfare terms NOT Government anything.
Occupied Country, Government in Exile, Puppet Government, and Restoration are in the same Chapter: Military Occupation.
Restoration is in the Law of Land Warfare which is directly related to a Military Government.
Every move from Puppet Government 2021—2025 was a controlled retaliation to allow undesired demonstration for final straws for every American to see and learn from.
